The winter weather, honestly
Expect daytime highs of around 20–22°C from November through February, with long sunny spells and very little rain — Agadir is dry even in its wetter months. Can you swim?
On land you can sunbathe on a calm day; in the water, manage expectations. The Atlantic here runs around 17–18°C in winter — swimmable for a quick dip if you are hardy, but cold enough that most people paddle rather than swim, and anyone in the water for any length of time wears a wetsuit. Hotel pools (heated ones especially) pick up the slack. Think of winter as a beach-walking, café-sitting, sun-on-your-face season more than a swimming one.
